Temple Development Phases

1. Digital Foundation

Build TaoDaoism.com, content, visual identity, educational systems, and public credibility.

2. Community Formation

Grow newsletter, online study, family education, and future volunteer pathways.

3. Legal and Governance Planning

Clarify entity structure, finances, donation handling, advisors, responsibilities, and public claims.

4. Pilot Gatherings or Center

Test classes, cultural events, and possible small devotional/meditation space with proper boundaries.

5. Permanent Temple or Cultural Center

Move toward land/building research, altar infrastructure, operations, and independent Temple governance.

Roadmap Governance

Decision Gates Before Each Phase

Each milestone should be treated as a decision gate. The project should not move into the next stage until basic legal, financial, community, and operational conditions are ready.

Before Land Search

Define target region, site criteria, budget assumptions, legal consultation needs, and donation language.

Before Permitting

Confirm land/building feasibility, zoning requirements, public-use limits, accessibility, insurance, and advisor review.

Before Construction

Confirm governance, construction budget, contingency plan, donor reporting, project management, and risk controls.

Before Opening

Confirm operating budget, safety protocols, altar/ritual boundaries, volunteer roles, calendar, and public communications.
